Abstract

The appropriate level of construction-related services is guaranteed primarily by high requirements imposed on individuals performing these functions. Independent technical functions in construction may only be carried out by individuals with relevant technical education and professional experience, tailored to the type, degree, and complexity of the activity, and other requirements associated with the performed function, as confirmed by the decision granting construction qualifications issued by the professional self-government body. Individuals performing independent technical functions in construction are responsible for carrying out these functions under regulations and principles of technical knowledge. They are also accountable for due diligence in performing their work, proper organization, safety, and quality. The quality of performing these functions is subject to control by the professional self-government, of which the individual performing independent technical functions in construction is a member. This stems from the fundamental task of this self-government, which is to oversee the proper execution of these professions within the bounds of public interest and for its protection.
