Abstract

Because of the shortage of professional engineers, some underdeveloped countries resort to recruiting foreign engineers, consultants, and contractors as well as sending their engineering students abroad. But these have not always been successful due to slow recruitment process, recruitment of unacceptable foreign engineers and high cost of sending students abroad. To overcome these problems local engineers should be given equal opportunity for promotion, local engineering colleges should be set up, only foreign engineers of acceptable qualities should be recruited and recruitment process should be made efficient. Professional engineers should also have high moral and social values, respect environmental issues and should remain acceptable to the public. They should also be able to communicate and learn from their mistakes effectively.
