Abstract

Abstract The field of program evaluation consists of broad concepts that are descriptive and overlapping, but nonetheless useful. The distinction between process and outcome evaluation is a case in point. So is the distinction between process evaluation and program monitoring, and outcome evaluation and impact assessment. The inconsistencies and overlap between these terms can be a source of confusion and annoyance for both the beginning student and the expert evaluator. Nevertheless, they provide a rich context and a way to organize your approach to evaluation.
