Problems Pertaining to the Improvement of Price Formation

Abstract

While eight months of intensive effort to carry out the decisions of the Twenty-Fourth Congress of the CPSU are left before the end of the Ninth Five-Year Plan, this five-year plan has already expired as far as the improvement of price formation is concerned. New prices are elaborated a year prior to their introduction and perform their economic role at a still later time. Thus the measures that are being enacted to improve wholesale prices will not have practical significance until the Tenth Five-Year Plan.
