Abstract

The decisions of the Twenty-Fourth Congress of the CPSU set the target of securing a significant increase in the effectiveness of social production during the Ninth Five-Year Plan. In this regard a greater part is played by higher education as one of the qualitative factors underlying the acceleration of the rate of scientific and technical progress and of economic and cultural development.
