Abstract
In recent years, higher requirements are put forward in scientific research funds management as the state of medical scientific research funds investment continues growing up. Clinical scientific research institutes as the important position of promoting medical scientific research must establish the budget management mechanism which meets the law of scientific research, to make the clinical scientific resources efficiently service for science and technology innovation and efficient scientific research system construction. Based on the analysis of present situation of the budget management of scientific research projects in clinical scientific research institutions, the management countermeasures were proposed.
