Abstract

AbstractDevelopment of the Arctic zone of the Russian Federation, which has a unique geographic location and strategic resource potential, is a priority direction of the state policy of Russia aimed at ensuring its national security. The features that impede the intensive territorial development of the Arctic are revealed, the main of which are extreme natural and climatic conditions, the remoteness of the Arctic region from other regions of the Russian Federation, and the peculiarities of the lifestyle of the population. The problems of providing the population with housing, objects of transport, communal and social infrastructure are considered. The promising directions of the territorial development of the Arctic zone are outlined: complex renovation of urban areas, including the elimination of dilapidated and emergency housing and the construction of energy-efficient and environmentally friendly residential complexes with social, communal and transport infrastructure adapted for polar conditions, organization of public spaces; compact development of settlements with Smart homes and improvement of social facilities and public spaces; modernization of shift workers’ camps. The implementation of large-scale projects of complex renovation of territories with the construction of engineering, transport and social infrastructure in the framework of housing is possible only by combining the efforts of the state and the business community within the framework of a public–private partnership.
