Abstract
本研究は，東京都によって導入の検討が行われたロード・プライシングに関連して，利害関係者が持った問題構造認識について，特に物流の観点から調査分析を行うものである．ロード・プライシング導入施策に関わる物流関連の関係主体として，東京都（循環型社会づくり担当，環境局），東京都ロード・プライシング検討委員会，物流事業者（特積トラック業者，区域トラック業者），小売業者をとりあげ，それぞれの関係者に対して問題構造認識に関するインタビュー調査を実施した．調査の結果より，ロード・プライシングという同一施策であるにもかかわらず，それを捉える者の立場によって，問題構造が異なって認識されていること，また，たとえ同一主体であっても，検討の時期によって問題構造に対する認識が変化していることが，明らかとなった．
