Abstract

The Occupational Safety and Health Act of 1970 encourages states and local areas to establish their own occupational safety and health programs. A satisfactory method by which those in positions of responsibility in local areas can set priorities for routine inspection of industrial facilities, without first performing a sample survey, does not exist. In the study reported here, the Projected Lost Day Method was developed to determine priorities based on readily available occupational safety and health data. The Projected Lost Day Method takes into account: (1) number of accidents and diseases, (2) severity of accidents and diseases, (3) population at risk, (4) hazardous nature of materials, (5) effectiveness of control methods. It was concluded that this Method can be extended to other areas of the country because it utilizes readily available data. The Method and Results of application of the Method to Allegheny County are described in detail.
