Abstract
Abstract A four-step, proactive model of school organization is presented to help administrators define the needs of special populations, and to establish school-wide educational programs. By systematically collecting data, defining students needs, using student-oriented strategies, and evaluating outcomes, administrators can anticipate areas of special concern and direct resources towards a proactive process of meeting students’ educational needs. The proactive school organization is a viable model for schools because: (a) it allows schools to establish summative and formative goals; (b) it provides accountability to those inside the school system and to the public community; (c) it allows for the identification and use of resources available within, as well as outside, the school; (d) it meets current system needs for special education placement; and (e) it provides a continually self-correcting method for guiding and refining successful school practices.
