Prison Without Guards

Abstract

IN keeping with the policy of attempting the rehabilitation of offenders, the Department of Prisons in Sri Lanka has been experimenting with a number of techniques in the treatment of offenders and attempted variations of the concept of open institutions with increased freedom and responsibility for convicted prisoners. In addition to the open prison camps for long term offenders at the closing stages of their term of imprisonment and open work camps for short term and medium term offenders within
