Abstract

The purpose of the article is to study the priority areas of territorial public self-government (TPS) activity and modeling of intra-regional differences. Development of forms and tools of interaction between the population and the authorities at the local level actualizes the study of the institutions of self-organization of citizens. The article analyzes the priority areas of activity of territorial public self-government in the regions of Russia, notes the uneven distribution. A ranking of current requests of the population on the topics of the key areas of TPS activity is built. A meta-analysis was performed using the Wordstat Yandex web analytics tool. The results showed that the first three places in the ranking of inquiries of residents of municipalities are occupied by the problems of social security of low-income and large families, as well as pensioners; organization of removal of household waste and landscaping. The importance of working with large families, the poor and retirees is increasing, as can be seen from the increase in the share of search queries of residents (2016-2018). Appeals regarding household waste disposal were especially intensified in 2018. Over the course of three years (2016-2018), the urgency of improving the territory slightly decreased, as did the topic of fire safety, while public concern about the maintenance of burial places increased. The least recorded inquiries of residents regarding the protection of monuments and objects of cultural heritage. In order to study territorial differences, clustering of Russian municipalities was carried out according to the parameters of income and social activity of the population, the key requests of residents of different types of municipalities were identified.
