Abstract

The growing emphasis on a primary care-led NHS (DoH, 1996) is now being reflected in the field of cancer and palliative care services. The National Council for Hospice and Specialist Palliative Care Services (NCHSPCS) has provided guidelines for the care of people who are terminally ill in the community and promoted strategies for the purchase and delivery of primary palliative care (NCHSPCS, 1998). Current recommendations for the organization of cancer services (DoH, 1995) recognize the pivotal role that primary care services play in the delivery and continuity of cancer services.
