Abstract

At least 20% of the Substance Abuse Prevention and Treatment (SAPT) block grant, which goes to the states by formula, must be used for alcohol and drug prevention by each state under federal statute. As it turns out, many states rely on this money for 100%, or nearly 100%, of prevention funding.
