Abstract

The increase in terrorist activities during recent years makes it necessary to take special measures of counteraction. This threat also poses a risk for the oil and gas complex. In this presentation, special attention was paid to the definition of the specific character of premeditated and unpremeditated acts increasing the risks of oil spills. With the purpose of prevention, localization and liquidation of oil spills, we consider the question of defining critical areas of concern where aggressive actions may lead to emergency situations. The specificity of production, transportation and processing of hydrocarbon raw materials is also considered. A separate section of the presentation is devoted to the development and application of the of informational cooperation system between countries/participants for the liquidation of oil slicks during premeditated aggressive acts against the environment, food chains and water systems. The prototype of such a system is being developed within the framework of the Russia-NATO Council “Ecoter” Project by specialists from Russia, Italy, Romania and others.
