Abstract
Why should trade have anything to do with infectious-disease surveillance? Why not just set up a global surveillance system with low-orbiting satellites and computers everywhere and be done with it? Why should the International Health Regulations have as their purpose: “to ensure the maximum security against the international spread of disease with a minimum interference with world traffic”? Why not leave public-health problems to public-health people?
