Abstract
This paper presents the status quo of the energy efficiency and conservation policies adopted by the government of Japan, and also addresses some controversial issues on these policies. The major policies concerned in this paper are the followings. (1) Efficiency improvement of appliances by the Law Concerning Rational Use of Energy into which new Appliance Energy Efficiency Standard, commonly known as Top-Runner approach has been incorporated in 1998. (2) Drastic reform of life style guided by introduction of the labeling scheme. (3) Technology development such as stand-by electricity curtailing technology.
