Abstract

Designing learning packages that involve several partners located in different countries and speaking a variety of languages causes some very specific challenges. Three successive phases were planned at the start in 1996 of the project which is described, and the article gives an overview of how the partners and the evaluation team have coped with the first phase, the preparation — resulting in a scenario — and the early work of the second stage, the building phase ‐resulting in a script — of three learning packages. The experience of using the Internet for project development is discussed. We conclude that most of the potential problems and difficulties that have arisen within the first two phases of the project were foreseen and covered from the start, but as the project evolved, some new difficulties came up and some of the solutions needed a new approach.
