Preliminary research on formation of investment plan of a project in metallurgy

Abstract

When creating new business processes, initiator of a business idea must comprehensively analyze new investment project from the point of view of its technical viability: technology, competitiveness, economic analysis. Therefore, customer of new projects at the pre-investment stage is to develop pre-project documentation and form a technical concept, budget, deadlines (comprehensive linear project schedule), which in the future, during the implementation of the project, will have minimal unaccounted deviations that are allowed by established world practice. For that purpose, initial data is required, which are formed based on the results of marketing research on products and technologies, equipment, services. Pre-project documentation is developed on the basis of preliminary studies on formation of the investment plan of the project. The article contains data on practical experience of OJSC “BSW – management company of “BMC” holding” of forming an investment plan of investment projects in industry in accordance with the current legislation of the Republic of Belarus. Mechanism of technological elaboration of investment project at the stage of formation of investment plan and pre-project elaboration is described in order to determine the need for investments (capital expenditures) at the decision-making stage and resources with sufficiently high reliability (accu-racy) without significant deviations of these parameters at further stages of detailed elaboration and implementation of the project. The method of investment plan forming, described in the article is established practice that has proven itself positively and is used by specialists of the enterprise to determine level of investment costs for new projects in industry, providing for construction of production facilities (construction, reconstruction), attributed in accordance with the classification according to SN 3.02.07‒2020 “Construction objects. Classification” to grades 1‒4 of complexity, in accordance with the current legislation of the Republic of Belarus.
