Abstract
This paper describes how the Institute of Materia Medica set up a special project considering the characteristics of pharmaceutical field,while conformed with the 'National Outline for Medium and Long Term S&T Development' and the Management of Special Research Fund at Central Nonprofit Research Institutes. Taking the responsibilities of administration and project implementation,the Institute explored measures in organizing,designing,implementation,and funding project and personnel stimulation.Especially,the Institute addressed the realization of project plan and expected objectives.After several years' experience,it was proved that the special fund is effective in advancement of personnel quality,technology,and the desciplines.It is also proposed that stable long-term support of special fund is essential for the Institute to develop as a united team.
