Abstract

The paper analyzes the question of establishing a university in Serbia, from the emergence of the idea, at the beginning of the 19th century, to its realization, i.e. until the adoption of the first University Law, that is, until the opening of the first University in 1905. The idea of founding the University appeared in Serbia during the First Serbian Uprising, when the Great School was opened in 1808. Despite this, the University was not founded then. Moreover, the establishment of the University remained as an idea throughout the 19th century. In other words, during the 19th century, the issue of establishing the University was periodically raised, but without success, either because of political problems or because of an anti-intellectual mood. The realization of the idea of founding the University came only in 1905, when the first Law on Universities in Serbia was passed, i.e. when the University of Belgrade was founded in October. Therefore, the paper will make a legal-historical review of the issue of the establishment of the University in the territory of Serbia, from the appearance of the idea to its realization, i.e. all the attempts that were made to realize the idea of founding the University will be presented, as well as the reasons that influenced those attempts not to be realized.
