Practice and Prospect of Water Right Reform in Inner Mongolia

Abstract

The Inner Mongolia has the courage to innovate in order to solve the imbalance and insufficiency of water resources in supporting and ensuring the development of water resources, sticking to the advanced concepts of supply-side structural reform, giving priority to water saving and giving full play to the role of market mechanism in water resources allocation, a new way to break the bottleneck restriction of water resources was explored. This paper combs the practice of water right reform in Inner Mongolia, analyzes the characteristics and effects of water right reform in Inner Mongolia, and puts forward the key direction of water right market construction in Inner Mongolia during the 14th five-year plan period.
