Abstract

The history of rural electrification in the northern and central Rocky Mountain region during the 1930s demonstrates that westerners at the grass-roots level played key roles in the implementation of New Deal programs and disposition of federal funds. In many cases, including rural electrification, New Deal agencies empowered westerners rather than ran roughshod over them.
