Abstract
“There should be a tax on thermal pollution. … This must be applied to all thermal polluters, including existing ones, such as city drainage plants. The tax can pay for the study of pollution, and should be high enough to encourage efficient production of power.” Richard Wilson is professor of physics at Harvard University.
