Abstract

Since Quebec released its legislated comprehensive provincial anti-poverty strategy in 2002, four other Canadian provinces have followed. Another province has committed to a non-legislated comprehensive anti-poverty action plan. This analytical text explores how remarkably similar these strategies are in spite of the fact that they address differing socio-economic realities, have been developed by governments representing different political parties and (supposedly) differing political ideologies.
