In the system of protection and rescue the activities of civil protection commissioners and commissioner deputies are often unnoticeable. The first ones who perceive a risk and take measures when a risk is exerted are civil protection commissioners and their deputies. Their assessment, information and activities at the beginning of an accident or at inherent danger of accident emergence play great role in efficient reaction and prevention of accident consequences
