Abstract

The article summarizes the essence of the category “rural area” and considers certain theoretical aspects of rural development from the standpoint of different scientifi c approaches and, in particular, taking into account the successful European experience of applying program-targeted approach to their development. The normative and legal support of rural development in Ukraine was also analyzed and the need to fi nalize the current legislation in order to complete decentralization reforms and ensure state humanitarian policy based on a certain balance between different historically formed national spiritual values of citizens of different regions as one of local identities. Pragmatic aspects of the implementation of modern scientifi c approaches to ensuring the development of rural areas of Ukraine in the context of decentralization reforms in the context of strategic management and program-targeted technologies in local government, taking into account the uniqueness and local identity of local communities and regions; adaptation of European experience in supporting rural development and agricultural production; increasing the positive social capital of communities, in particular, its youth aspect; increasing the organizational capacity of newly created territorial communities from the standpoint of project maturity and regional councils from the standpoint of coordination and consultation of local program and project activities. At the same time, special attention is paid to the development of social potential of the newly created territorial community, taking into account the local characteristics of each village. different regions.
