Abstract
In August, 1993 Victoria's Minister for Planning, Robert Maclellan, announced major changes for Victoria's planning system in a statement entitled, ‘Planning a Better Future for Victorians: New Directions for Development and Economic Growth’. Included in this statement was the announcement that the Minister would ask each municipality to produce a concise strategic statement on its future development, linked to an agreed population target.
