Abstract

Most African countries are more concerned about population distribution than about population growth. This article examines the nature of distributional problems in Africa -- from urban crowding to underpopulation of rural areas -- and the policy measures adopted to achieve a more rational distribution. Policies affecting international redistribution of population policies designed to induce internal redistribution and policies designed to affect spontaneous redistribution are reviewed and the factors that may have contributed to their success or failure are assessed.
