Abstract

With a population of 975 million people, the People’s Republic of China is bursting at its seams. In aiming for a replacement growth rate by the year 2000, the country has planned for the promotion of a one-child family norm. It is significant to note that this aim is being achieved not by authoritarian means normally associated with the communist doctrine, but by voluntary action and incentives.
