Abstract
Debe señalarse de otra parte que el concepto de políticas culturales no se ha mantenido inalterable desde su aparición hasta nuestros días. Es posible, por el contrario, detectar un interesante y sostenido proceso de complejización y perfeccionamiento que ha dado motivo, incluso, a que se hable de generaciones sucesivas de políticas culturales o se haga énfasis en las distintas formas en que se ha entendido o se entiende y se aplica el término en cuestión. Lo que sí debe quedar claramente establecido de antemano es que en la actualidad un instrumento fundamental para la tarea de gobernar cualquier Estado es la política cultural.
