Abstract

Transborder cooperation is a component of the European Territorial Cooperation and therefore an essential part of the integration strategy of EU Member States. However, the implementation and effectiveness of cooperation is determined by the type of the border. Location at the internal UE border means potential development opportunity, whereas at the external is associated with overcoming a set of variety obstacles, including institutional, organizational and legal. The article aims to make the comparative analysis of transborder cooperation implemented in 2007-2013 and financed under the European Territorial Cooperation and the European Neighborhood and Partnership Instrument. The Authors took into account all transborder programs involving Poland, analyzed the objectives and priorities of the individual programs, pointing out the key support areas, the financial framework and the outcomes of projects within programs.
