Abstract

For a generation, Scotland has manifested considerable discontent with British government. It has been common to all Parties that they have sought to remedy the discontent through the existing constitutional processes of British government, though this has not precluded legal extra-Parliamentary activity. Whether it is realistic to expect Scottish aspirations to be realised solely by legal means is debatable, but since there is neither inclination nor organisation to do otherwise on any scale, Scottish prospects have to be considered in light of what can be achieved by constitutional means, supplemented only by sailing close to the legal wind now and then.
