Abstract

The current retreat of the U.S. welfare state under the Reagan administration has brought major changes in Social Security programs for the disabled. To achieve these changes, policy weaknesses have been successfully exploited. Such changes could not have taken place through ordinary legislative processes. This study concludes that these policy weaknesses will continue to plague the system, for they can also be used by any incoming liberal administration to reverse the present conservative trend.
