Abstract

This paper describes the importance of policy-based quality of service (QoS) and relates how QoS can be utilized by third-generation (3G) network operators to achieve long-term revenue and profit improvements through advanced voice, multimedia (MM), and data services. This paper illustrates why QoS is fundamental to reliable, predictable service and user differentiation. It also discusses multiprotocol label switching (MPLS) characteristics and how MPLS can be utilized in 3G networks. This paper also demonstrates QoS features for 3G Release 5 (R5) delivery of Internet protocol (IP) MM subsystems (IMSs), voice over IP (VoIP), messaging, and Web services. Third-generation operators should expect the key functions from policy-based network QoS such as policy-based QoS management across all network elements, service differentiation and end-to-end service guarantees, easily manageable QoS monitoring, and flexible charging/billing differentiation.
