Abstract

In the last years Europe is facing new challenges related with the growing social exclusion which require new decisions combining economic and social models. Undoubtedly social economy is a key characteristic of the European social model and it contributes to the achievement of the objectives of strategy “Europe 2020” as it creates opportunities for new jobs, boosts social innovations as a response to the growing public needs, and stimulates social cohesion and activation of the active citizenship.Although experts are taking into consideration the undeniable contribution of social economy to strengthen the European social model and the rise of new policies in support of social economy, still there are new challenges related with implementation of policies at local level. The public intuitions at local level (municipal and regional authorities) possess a high level of autonomy from the central governments and as local authorities can formulate local policies to support social economy. The report is analyzing the main policies at local level which can influence the creation of a favorable environment for the development of social economy as well as the main challenges related with their application.
