Abstract

According to statistic data the consumption of drugs per one citizen was $73, that indicates a low solvency in Ukraine (2017). It is needed the state reimbursement of drugs. Since April 1, 2017 the governmental program "Affordable medicines” has been implemented for patients with cardiovascular disease, diabetes and asthma. Since April 1, 2019 the National Health Service of Ukraine (NHSU) implemented e-prescription system for 23 INN essential drugs. Analysis of statistic data on e-prescriptions for April-December 2019; SurveyMonke app. on awarwness of pharmacists There are reimbursement list included 254 trade names of essential drugs: 78 are free, 176 drugs are with copayment. E-prescription system for 23 INNs was implemented in 7,840 pharmacies (36,5%) in Ukraine. We established that during March-December 2019 family doctors prescribed 10,870,000 e-prescriptions. There were for 1,770,000 patients, 80% for cardiovascular diseases, 17% for diabetes, 3% for asthma Structure of e-prescription was for urban 68.6% and 31.4% rural population. The average number of e-prescriptions per one patient was 5.22. Analysis of data by the SurveyMonke app showed that the pharmacists have awareness level: excellent 10.7%, good 59.8%, satisfactory 29.5%. Pharmacists evaluated that more patients 90.9% want to receive a free drugs, willingness to copayment was low. The implementation of e-prescription system in reimbursement program improved the accessability of esssentila medicines for cardiovascular disease, diabetes and asthma patients. There is only 36,5% pharmacies included in e-Health, it is necessary to increase the number of pharmacies included in the reimbursement program to ensure physical accessibility for the rural population. The level of awareness on the Affordable medicines program among pharmacists is insufficient. Then the special training and education of pharmacists on e-prescribing and reimbursement are necessary in Ukraine.
