Abstract
The basic problems occurring in the construction of a convergent kinetic equation describing charged particles are briefly discussed. It is suggested that accelerations of all orders should be included in the equations of evolution of microscopic variables in order to obtain correct macroscopic averages. In this context, the “principle of non-universal time steps” is introduced and the necessity of an exact mechanical description before performing statistical analysis is discussed.
