Abstract
Systems engineering is playing a role of increasing importance in solving large-scale problems such as the planning of the electric utility systems of developing countries. The systems engineering techniques and digital computer simulation methods described in this paper have resulted in significant benefits in reducing overall system costs with recognition of reliability and environmental constraints.
