Abstract

Planning for complex sustainability problems requires flexibility regarding regularly updated knowledge, mandates, and collaboration. Focussing on sustainable urban freight transport in plans, we investigate how urban logistics is accommodated in today's strategic plans in Norway and Poland. Based on plans from the most populated municipalities, we find flexibility in the type of plans and topics that frame sustainable urban logistics issues. We conclude that including urban logistics in strategic plans that are flexible and sustainable is more important to the municipalities than only adopting a separate sustainable urban logistics plan (SULP).
