Abstract

On multiple occasions, the government has implemented stricter fire safety regulations to mitigate fire-related damages at Gosiwon in Seoul. Despite these efforts, a fatal fire incident transpired on April 11, 2022 at G Gosiwon, Seoul, resulting in the death of to residents. This study examined the fire facilities at G Gosiwon to investigate the fire safety regulations of the government while analyzing the status of regulation enforcement and its accompanying issues . Findings indicate that installing simplistic sprinkler systems violated the law and was left unmonitored for extended periods. Furthermore, a significant number of government-imposed regulations were not followed. This study showed that the fire department has a deficiency in its complete certification system, which checks for the enforcement of reinforcement regulations during the transfer of ownership, as well as lacks a system for the adequate management and operation of firefighting facilities for small buildings that were not originally classified as a specific fire target. As a remedy, improving the system by monitoring compliance with the current regulations is necessary during the completion certificate process of the fire department following ownership transfer. Furthermore, submitting a fire facility inspection report to the fire department should be mandatory for high-risk multi-use businesses built in unspecified buildings.
