Abstract
C/I ASCE 38-02 is a national consensus standard by the American Society of Civil Engineers that gives engineers, project and utility owners, and constructors guidelines for developing a scope of work for collecting and depicting existing utilities on design and construction documents. The paper describes the use of C/I ASCE 38-02 to develop a scope of work for the NJDOT's reconstruction of Rte 21 through downtown Newark, NJ. Credit for the project's success is given to the clear and unambiguous scope of work that provided an equitable allocation of risk between the project owner, designer, and constructor.
