Abstract
On June 29th 1990 Staffordshire County Council set up an independent inquiry into 'pindown', a disciplinary regime practised from 1983 to 1989 in four of the county's children's homes, and involving young people between the ages of nine and seventeen being placed in solitary confinement for continuous periods of anything up to eighty-four days (the longest continuous period recorded). When the report of the inquiry was published in early summer 1991 its authors concluded that:
