According to Roscoe Pound, this was the most significant advance in the administration of justice since the Magna Charta was signed in 1215. In the document of Runnymede, Dean Pound points out, the principles of human freedom were set forth. In Chicago, in 1899, a group of Chicago lawyers outlined the first philosophy and objectives of the juvenile court. They set forth the principles of personalized justice. Fifty years have passed since some thoughtful people launched the first juvenile court in America. They have been eventful years. Men and women have changed their attitudes, habits, and occupations. Nations have changed positions in the international scene. In fifty years we have experienced two world wars and an unprecedented economic depression. Our world is emerging with new problems. Fifty years of scientific and technological development have introduced many innovations in living, transportation, and communication. What was once two hemispheres, seven continents, and many nations has become one world.
