Abstract

This report intends to answer two research questions: 1) what are the drivers for a successful e-Government initiative in a developing country such as Peru? and 2) How are e-government and e-governance related in the light of the experience of RENIEC? In this paper we explain how RENIEC has become an “island of modernity” in the Peruvian public sector and identify the drivers for a successful e-government implementation. At the same time, we argue that this success is the founding key for e-governance in the country. For the purpose of this research we have identified two main reasons that could explain this success: 1) independence and political support from the government at a top level, and 2) the (economic) incentives framework to award an efficient performance. Finally, this case study attempts to relate e-government with egovernance, as they are two different concepts and the existing literature usually takes them both as synonyms.
