Abstract

This study focuses on changes in regional autonomy paradigm post country hegemony in the Denpasar city, 1998-2018. The approach of this research is descriptive qualitative by using observation, interview, and documentation to collect data. The results show that concerning to autonomy that appears during this time can be prevented by changing in regional autonomy paradigm begin from “geo-politics” to the transition of power towards philosophy “trans-politic”. Regional autonomy is seen as heteronomous namely a joint problem where the region does not only think about its own interests and future (the principle of autonomy), but also the destiny of neighboring regions, or vice versa (the principle of tolerance). Heteronomy with a spirit of governance gives high respect to heterogeneity, cultural dialogue, trans-cultural, multiculturalism, inclusivism, mutual exchange, tolerance and critical openness. As a cultural strategy, heteronomy encouraged by governance is in line with the principle of multiculturalism in its most ideal sense, which implies the will to bring all cultural expressions into a balanced structure where the practice of respecting differences is aimed at overcoming the problem of 'exclusivity' which can trigger ethnic conflict, racial or religious. From the study results obtained, it can be concluded that sublatern group awareness is not optimal, namely groups of people whose articulation power is marginalized both in terms of nationality, race, religiosity, class, ethnicity, and gender of their position as subjects who have the ability not only to determine, negotiate, and at the same time articulate, but also negotiate themselves facing the complexity of economic, political, social, cultural, and informational problems caused by the melting of geo-political and socio-cultural boundaries.
