Perspectiva das Organizações Públicas na Consolidação de Cadeia Produtiva do Agronegócio Leite

Abstract

This article aims to show the perspective of public organizations on the consolidation of the productive chain of agribusiness milk in Rondonia. The study refers to research conducted in two phases together the institutions that comprise the organizational environment of the productive chain of agribusiness in the milk on State. The first research sought to know the perception of the technicians that make these institutions, whereas they exert influence on the chain. The theoretical framework focuses on the concepts of productive chains; institutional environment; organizational environment and data on the productive chain of agribusiness milk in Rondonia, and the existing public policies. The methodology applied had a first primary research with application of a questionnaire with open and closed questions, the investigation has reached approximately 82% of universe of search and the result showed disagreement between the experts on the characteristics of farmers, and tend to agreement regarding the actions of the organizational environment. The second study was based on the formal instruments of management of the organizations searched, Association of Technical Assistance and Rural Extension of the State of Rondonia - EMATER, Brazilian Company of Agricultural Research – EMBRAPA; Federal oversight of Agriculture Rondonia – SFA/RO; Agency for Health Protection of Crop Livestock Forest of the State of Rondonia – IDARON; and the State Department of Agriculture and Social Development of the State of Rondonia – SEAPS; from which data were extracted and information about factors central to the consolidation of the chain. The result showed that the shares not repair definitely the needs more conducive to improving the development chain, which confirms the perception of technicians.
