Abstract

The article considers the personnel policy as the basis for the management of human resources that determine the effectiveness of the healthcare system of the Republic of Kazakhstan. The content of the personnel policy at the macro and micro levels is substantiated, its strategic and tactical potential is revealed. The state of human resources provision of the healthcare system of the Republic of Kazakhstan is investigated and analyzed. Attention is focused on the actual situation of medical organizations of the Republic of Kazakhstan. The reasons for the deep-rooted problems of imbalance, heterogeneity, shortage of medical personnel, which are aggravated by the changes taking place in the socio-economic system, and, as a result, the complication of making informed managerial decisions at the micro and macro levels when conducting personnel policy, are substantiated. The authors emphasize the need to build a personnel policy based on the principle of joint responsibility of the state and society through focusing efforts on strategic planning, forecasting and regulating the management system of medical personnel to meet the needs of the healthcare system.
