PERSONNEL MANAGEMENT IN THE QUALITY MANAGEMENT SYSTEM IN PRESCHOOL EDUCATIONAL ORGANIZATION

Abstract

The relevance of the chosen topic is due to the change in the legal basis of the modern education system: the development and implementation of the Federal State Educational Standard for Preschool Education, the professional standard of the teacher, the professional standard of the educator, in connection with which there is a need to optimize the quality management system, as well as the personnel management system of the preschool educational organization. The quality management system (QMS) acts as one of the management mechanisms of a preschool educational organization, which actually ensures the quality of education through reasonable and competent management of various processes separately and the entire educational system as a whole. The quality management system in a preschool educational organization considers the entire technological chain of activities by processes. The process approach inherent in the international QMS standard clearly regulates research and analytical work, planning and quality control of educational services, internal audits, educational work, market analysis and assessment of customer satisfaction. The QMS in a preschool educational organization regulates such areas of activity of a preschool educational organization as personnel management and management of a professional educational environment. Personnel management in a quality management system is a complex and multifaceted process, the effectiveness of which depends on the involvement and satisfaction of personnel with the activities of the organization and their own activities; aimed at developing human resources and increasing the professional competence of teachers. Based on the analysis of the stages of creating a quality management system in an educational organization and correlating them with the main positions of the personnel management process, it is determined that personnel management in a preschool educational organization is based on the training and motivation of personnel.
