Abstract
In this work we have studied the effective permittivity of granular metal films under the influence of an electromagnetic field in the light of the theories of Drude and Nordheim. We have shown that thin metallic films with an island structure possess an effective permittivity in the infra-red very much different from that of the bulk metal.
